Meet the LTS Property Services team
Joe Dillard
President
Joe is the President at LTSPS, where he oversees all aspects of project implementation, management, and construction. He started his career as a field auditor in 1990 and later worked as a consultant, helping architectural and engineering firms develop specifications for lighting control products. Joe also managed large-scale lighting projects at Enron Energy Services and Onsite Energy Services. In his current role, Joe brings a wealth of experience and leadership to the company, ensuring the successful execution of complex projects from start to finish.
Kevin Kelsheimer
Vice President
Kevin is the Vice President at LTSPS and a California state-certified electrician with extensive experience. He oversees the service department, specializing in lighting maintenance, electrical solutions, and small LED projects. Kevin also leads a team of outside technicians who manage monthly and quarterly service contracts. He began his career as an apprentice in 2001, joined LTSPS in 2006, and was promoted to Service Manager in 2012 before stepping into his current role as Vice President.
Russell Royal
Chairman
Russ Royal is your principal contact for project development, rebates, and contracts. With extensive knowledge of ESCO market plans, he ensures the success of complex projects. Recognized as an industry leader, Russ previously served as President and is now the Chairman of the Board. He also manages the largest independent distributor/contractor of occupancy sensor control systems in the United States.
Michael Ciccoianni
Controller
Michael has over a decade's experience managing operations for small to medium-sized businesses. He manages schedule of values, program billings and certified payroll reporting. Michael formerly served as director of operations and assistant controller for two other companies. He has been involved with labor compliance and lien management of projects in excess of $5M.
Joseph Luna
Estimating and Auditing Manager
Joseph supervises the survey/auditing team and oversees all energy audits. He has worked in the industry since 1989, including eight years designing retrofit systems for a leading energy management company. Joseph creates baseline models of facilities, establishes energy conservation measures, calculates utility incentives, and oversees project implementation.
Armando Soltra Superintendent
Armando has over 24 years of experience in the Electrical Industry in many capacities and disciplines. He handles all aspects of pre-construction project engineering and takeoff. He has a large amount of experience in hospitals, colleges, government facilities and the private sector.
